Poppy Seed Pretzel Dogs

2 1/4 tsp active dry yeast
1 Tbls sugar
3/4 tsp kosher salt
1 1/2 cups water, 120°F–130°F
4 1/4 – 4 3/4 cups all-purpose flour, divided
2 Tbls canola oil, divided
2 Tbls baking soda
2 tsp poppy seeds
Hot dogs
